First it a money drain on the schools to add ESL to their programs, it a wrong to add this to train illegals that are not paying taxes to start with. Just moved to missouri myself and have yet to see a snake. (aside from the ones at the Zoo.(which by the way is free).) EDITED TO INCLUDE: Alaska has no snakes, Above 9,000 feet no snakes, Hawaii no natural snakes, and being that none of these are in your list I stick to my original. Missouri has snakes but none in the STL area down near lake of the Ozarks you may find some but it is rare that you will encounter them... Sadly the watermoccason and rattler are both common snakes out in the open country (Both of which are Deadly if bitten by one) but in residential areas you will almost (undreline almost) never see them.
New Hampshire is the only state without a sales tax and a state income tax. They do have a tax on interest and dividends however, and a business profits tax and business enterprise tax. You have to at *every* public online school...private ones, too. All schools have enrollment paperwork. It doesn't matter if you use a public or private online school - you're going to have enrollment forms. Most require your birth certificate, SSN, vaccination records, etc.
Your state of residency doesn't really determine the taxes you pay. You would pay state taxes on the income you earn in each respective state. Thus, the income you earn while working in Texas would not be used in figuring what you owe to the state of California.
